Job Summary:

The Gender and Social Safeguard Officer at the Asia Organization for Sustainable Development (AOSD) will lead the integration of gender equality and social inclusion principles into organizational policies and projects. This role involves promoting inclusive development, ensuring that the needs of marginalized groups (women, children, persons with disabilities, ethnic minorities) are addressed, and safeguarding the social well-being of vulnerable populations. The officer will develop gender-sensitive frameworks, implement social safeguards, and monitor compliance with international and local regulations regarding gender and social protection. The role requires close collaboration with project teams, external partners, and community stakeholders to promote inclusivity and gender equity in all aspects of AOSD’s work.

Key Responsibilities:

1. Gender Equality and Social Safeguards Integration:

  • Policy Development: Lead the development and implementation of gender and social inclusion policies within AOSD programs. Ensure that all projects consider gender equity, women’s empowerment, and social safeguards in alignment with national and international standards.
  • Framework Design: Create gender action plans and social safeguard frameworks to ensure that project activities promote inclusivity and address the needs of vulnerable groups, including women, children, and persons with disabilities.
  • Capacity Building: Conduct training sessions and workshops for AOSD staff and partners on gender-sensitive approaches, social inclusion, and safeguarding measures.

2. Project Implementation and Monitoring:

  • Gender-Sensitive Project Planning: Collaborate with project teams to integrate gender and social safeguard measures into all project cycles, including design, implementation, and monitoring. Ensure that gender equality objectives are achieved.
  • Monitoring and Evaluation: Develop tools to monitor and assess the impact of projects on gender equality and social inclusion. Ensure that projects do not negatively affect marginalized groups and address any potential adverse social impacts.
  • Data Collection and Analysis: Gather and analyze gender-disaggregated data to identify barriers to inclusion and track progress toward gender equality goals. Use findings to inform project adjustments and improvements.

3. Risk Assessment and Safeguard Implementation:

  • Social Risk Identification: Identify potential social risks and adverse impacts in project areas, especially concerning vulnerable groups such as women, children, and persons with disabilities. Propose mitigation strategies to address these risks.
  • Safeguard Compliance: Ensure that AOSD’s projects comply with relevant social safeguard regulations and policies, including those set by donors and international organizations like the UN or World Bank.
  • Grievance Mechanism: Establish and manage a grievance redress mechanism to address any concerns or complaints raised by community members or project beneficiaries related to gender or social impacts.

4. Collaboration and Advocacy:

  • Stakeholder Engagement: Foster relationships with community members, local organizations, government agencies, and international partners to promote gender equality and social inclusion in AOSD’s work. Ensure the active participation of women and marginalized groups in decision-making processes.
  • Advocacy and Awareness: Advocate for gender equality and social inclusion both within AOSD and in its external engagements. Raise awareness of gender-sensitive issues through campaigns, partnerships, and public communications.
  • Partnerships: Collaborate with gender experts, NGOs, and government bodies to strengthen AOSD’s approach to gender and social safeguard practices.

5. Reporting and Documentation:

  • Reporting: Prepare regular reports on gender and social safeguard activities, outlining progress, challenges, and recommendations. Ensure these reports are submitted to senior management, donors, and relevant stakeholders as required.
  • Documentation: Maintain detailed records of all gender and social safeguard initiatives, including training materials, monitoring tools, case studies, and lessons learned.

Qualifications:

1. Education:

Bachelor’s degree in Gender Studies, Social Sciences, Development Studies, Human Rights, or a related field. A master’s degree or certification in gender mainstreaming or social safeguard management is highly desirable.

2. Experience:

  • Minimum of 3-5 years of experience working in gender equality, social safeguards, or related fields, preferably within the development or humanitarian sectors.
  • Proven experience in integrating gender-sensitive approaches into projects and policies, particularly in complex or post-conflict environments.
  • Experience working with marginalized groups, particularly women, children, and persons with disabilities, in diverse cultural settings.

3. Skills:

  • Strong knowledge of international and national gender equality standards, social safeguard policies, and frameworks (e.g., CEDAW, SDGs).
  • Excellent project management skills, with the ability to implement and monitor gender-sensitive and socially inclusive projects.
  • Strong analytical and problem-solving skills, particularly in identifying social risks and designing appropriate mitigation strategies.
  • Excellent communication and interpersonal skills, with a proven ability to work effectively with diverse teams and external stakeholders.
  • Ability to conduct gender-sensitive data collection, analysis, and reporting.

4. Language:

Proficiency in English and the local language is essential for effective communication with stakeholders at all levels.

Working Conditions:

  1. The Gender and Social Safeguard Officer will primarily work in an office environment with frequent field visits to project sites, especially in rural and underserved areas.
  2. Some travel may be required, including to remote locations, to ensure effective implementation and monitoring of gender and social safeguard measures. Flexibility to work outside of regular business hours may be needed to meet project deadlines or respond to urgent issues.
