Job Summary:

The Monitoring and Evaluation (M&E) Officer at the Asia Organization for Sustainable Development (AOSD) will play a critical role in ensuring the effective monitoring, evaluation, and reporting of AOSD’s programs and projects. The M&E Officer will be responsible for designing and implementing M&E frameworks, tracking project progress, and ensuring that all activities align with AOSD’s goals and donor requirements. The position will involve collecting and analyzing data, providing actionable insights for improving project effectiveness, and ensuring that projects are delivering the intended outcomes. This role requires collaboration with project teams, field staff, and external partners to ensure data-driven decision-making and continuous improvement across AOSD’s portfolio.

Key Responsibilities:

1. M&E Framework Design and Implementation:

  • Develop M&E Plans: Design comprehensive M&E frameworks and plans for projects, outlining key performance indicators (KPIs), data collection methods, reporting schedules, and evaluation tools. Ensure these frameworks align with donor requirements and organizational goals.
  • Baseline and Endline Assessments: Lead the design and execution of baseline and endline assessments to measure project impact over time. Ensure accurate data collection to assess progress and changes in targeted outcomes.
  • Logical Framework (Logframe) Development: Develop and maintain logical frameworks (logframes) to ensure that all projects have clear objectives, outcomes, outputs, and indicators for measuring success.

2. Data Collection and Management:

  • Data Collection Tools: Develop and deploy data collection tools, such as surveys, questionnaires, focus group discussions, and observation checklists, ensuring they are tailored to project-specific indicators.
  • Data Collection Coordination: Oversee the collection of data from field activities, ensuring accuracy and timeliness. Coordinate with field staff and partner organizations to ensure data collection is consistent across all project locations.
  • Data Quality Assurance: Implement data quality assurance processes, including regular data validation checks, to ensure that all collected data is reliable, accurate, and complete.

3. Data Analysis and Reporting:

  • Data Analysis: Analyze qualitative and quantitative data to measure project performance against established indicators. Identify trends, gaps, and key findings to inform project management and improve effectiveness.
  • Regular Reporting: Prepare timely and detailed M&E reports, including progress reports, performance reviews, and donor-specific reports. Ensure that these reports highlight key achievements, challenges, and lessons learned.
  • Real-Time Monitoring: Utilize digital tools and platforms to implement real-time monitoring systems for tracking project progress and flagging issues that need immediate attention.

4. Evaluation and Learning:

  • Mid-term and Final Evaluations: Lead or coordinate the design and execution of mid-term and final evaluations for projects. This includes working with external evaluators and ensuring that evaluations are participatory, gender-sensitive, and inclusive.
  • Learning and Knowledge Sharing: Facilitate the dissemination of key lessons learned and best practices from evaluations and monitoring activities. Support the creation of learning briefs, case studies, and other knowledge products.
  • Project Adjustments: Provide recommendations to project teams based on monitoring and evaluation findings, ensuring that projects are adjusted as needed to achieve desired outcomes.

5. Capacity Building:

  • Training: Organize and conduct training for AOSD staff, partners, and stakeholders on M&E principles, tools, and processes. Ensure that all team members understand the importance of M&E and their roles in collecting and reporting data.
  • Technical Assistance: Provide ongoing technical assistance and support to project teams in implementing M&E frameworks, ensuring that data collection, management, and reporting processes are efficient and effective.

6. Collaboration and Coordination:

  • Team Collaboration: Work closely with project managers, field staff, and other relevant stakeholders to ensure M&E activities are integrated into all project phases, from planning to completion.
  • Stakeholder Engagement: Collaborate with external partners, donors, government agencies, and community stakeholders to align M&E efforts with national and donor standards. Ensure that all M&E activities reflect community needs and contexts.
  • Coordination with Donors: Ensure that donor-specific M&E requirements are met, and that reporting schedules and content align with donor expectations. Maintain open communication with donors to update them on project progress.

7. Use of Technology and Innovation:

  • M&E Systems Development: Develop and maintain digital M&E systems, including databases and dashboards, to streamline data management and reporting. Ensure that M&E systems are user-friendly and accessible to all relevant stakeholders.
  • Innovative Approaches: Promote the use of innovative M&E approaches, such as mobile data collection tools, GIS mapping, and remote monitoring technologies to enhance data accuracy and real-time decision-making.

8. Risk Management and Compliance:

  • Risk Assessment: Identify potential risks and challenges related to M&E activities, including data collection in hard-to-reach or insecure areas. Propose mitigation strategies to ensure the continuity and quality of M&E activities.
  • Compliance: Ensure that all M&E activities comply with AOSD policies, donor requirements, and national regulations. This includes safeguarding personal data and maintaining ethical standards in data collection.

Qualifications:

1. Education:

Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Development Studies, or a related field. A master’s degree or professional certification in M&E is highly desirable.

2. Experience:

  • Minimum of 3-5 years of experience in M&E, particularly in the development or humanitarian sectors. Experience working with donor-funded projects is highly desirable.
  • Proven experience in designing M&E frameworks, conducting evaluations, and producing high-quality reports.
  • Familiarity with digital data collection tools and software such as Kobo Toolbox, CommCare, or SurveyCTO, as well as data analysis software like SPSS, R, or Excel.

3. Skills:

  • Strong analytical and critical thinking skills, with the ability to interpret data and provide actionable insights.
  • Excellent communication skills, both written and verbal, with the ability to present complex information in an understandable way.
  • High proficiency in M&E tools and methodologies, including the ability to design surveys, conduct focus groups, and perform statistical analysis.
  • Strong organizational skills with attention to detail and the ability to manage multiple tasks and deadlines.
  • Ability to work collaboratively in a multicultural environment and engage with diverse stakeholders, including local communities, government agencies, and donors.

4. Language:

Proficiency in English and the local language, both written and spoken, is essential for     communication with stakeholders and in reporting.

Working Conditions:

The M&E Officer will primarily work in an office environment but will frequently travel to project sites for data collection, monitoring visits, and evaluations. Field visits may include rural or remote areas, and occasional work outside of regular business hours may be required to meet deadlines or address urgent project needs.
